Pantabangan- Carranglan Watershed Area Team conducted 1st PCBWPCI Executive Committee/ Officers’ Meeting for CY 2019 and Clean Up Drive last March 18, 2019 at Brgy. RA Padilla, Carranglan, Nueva Ecija participated by officers and members of Pantabangan- Carranglan Bantay Watershed Protection Council Inc. (PCBWPCI) from barangays RA Padilla, Bunga, Burgos, Carranglan, and Brgy. Conversion, Pantabangan, Nueva Ecija and NPC-PCWAT Personnel.

National Power Corporation, through its Pantabangan-Carranglan Watershed Area Team (PCWAT), quarterly conducts coordination meeting with the officers of its partner Peoples Organization, the PCBWPCI, in its covered barangays based on its Memorandum of Agreement (MOA) with National Irrigation Administration (NIA). These include barangays R.A. Padilla, Bunga, Burgos, and Salazar in the municipality of Carranglan and barangay of Conversion, in the municipality of Pantabangan, province of Nueva Ecija.

Regular agendas of the Officers’ Meeting include the monitoring of the peoples organization's finances, membership, loans, and proper implementation of its policies. The council also conducts evaluation of its operations and activities for that quarter of the year and plan the activities for the next quarter.

These regular meetings and community organizing is an effort of the office to include the community and multiple stakeholders in the conservation and protection of Pantabangan- Carranglan Watershed Forest Reserve (PCWFR).

The participants came all the way from their own barangays to join the Officers/ Meeting in Brgy. RA Padilla, Carranglan.

During the meeting, Hon. Lucas Perez, brgy. councilor of Salazar, in the absence of the brgy. Chairman, gave a welcome message. Forester AMCapinpin discussed the regular agendas of the meeting. Other matters were also discussed and finalized by the officers. Matters concerning the remaining activities of the council for the 1st quarter including the Barangay Meetings were brought up by the secretary of the council, Ms. Irene Mariano. The meeting ended with a brief feedback/ closing message from each barangay. A sumptuous lunch prepared by the host barangay followed.

The sixty one (61) participants consisted of members of the following Peoples Organizations (PO): Salvacion Agri-planters Association; Samahan ng Kababaihan of Conversion; and Pantabangan - Carranglan Bantay Watershed Protection Council Inc of So. Salvacion, Pamalyan, and Conversion, SUKI Trading-Contractor and NPC-PCWAT Staff conducted Training for Charcoal Briquetting Technology last October 23, 2018 at PAG-ASA Gymnasium, Brgy. Conversion, Pantabangan, Nueva Ecija.

Community Development-Fuelwood Plantation aims to rehabilitate and provide alternative livelihood to communities residing within Pantabangan-Carranglan Watershed Forest Reserve(PCWFR) and to avoid their dependence on the forest for their fuelwood needs.

The Fuelwood Plantation was completed in April 2018. Local residents were hired to plant kakauate and Ipil-ipil within identified 50 has. surrounding other PCWAT rehabilitation projects.

The Community Development part stated when the Charcoal Briqueting Equipment was delivered to the designated site by the SUKI Trading last September 28, 2018.

This activity is under the same Memorandum of Agreement with SUKI Trading. They facilitated training on Charcoal Briquetting Technology to POs and local residents in Brgy. Coversion. The technology enables the use of raw materials such as twigs, branches and leaves of the planted trees in the Fuelwood Plantation. Other local natural resources can also be used in charcoal briquetting such as rice hull, rice straws, coconut husk, coconut shells etc. Advantages of using charcoal briquttes include higher temperature, lesser smoke, faster ignition, slower burning time, lesser sparks, stronger and more intact than the ordinary charcoal. Marketing opportunities and strategies were also discussed to provide additional income to the community.

NPC-PCWAT continues to involve and encourage the communities in watershed protectiion and conservation activities.

The one hundred and thirty three (133) participants consisted of members of Pantabangan- Carranglan Bantay Watershed Protection Council Inc. (PCBWPCI), Calaocan Burgos Upland Farmers Association Inc. (CBUFAI), Tapil Bunga Farmers Association Inc. (TBFAI), and Salvacion Agri Planters Association (SAPA) from NPC-managed barangays conducted Bantay Watershed Task Force (BWTF) General Assembly last December 11, 2018 at Brgy. Joson (Digdig), Carranglan, Nueva Ecija.

National Power Corporation, through its Pantabangan-Carranglan Watershed Area Team (PCWAT), annually conducts General Assembly with its partner Peoples Organization and Local Government Units based on its Memorandum of Agrement (MOA) with National Irrigation Administration (NIA). These include barangays R.A. Padilla, Bunga, Burgos, and Salazar in the municipality of Carranglan and barangay of Conversion, in the municipality of Pantabangan, province of Nueva Ecija.

This kind of community organizing is an effort of the office to include the community and multiple stakeholders in the conservation and protection of Pantabangan- Carranglan Watershed Forest Reserve (PCWFR).

Agendas of the General Assembly include the finalization and signing of PCBWPCI Constitution and Bylaws, presentation of Financial Report for CY 2018, and evaluation of its members based on attendance to meetings and operations.

The General Assembly also served as the venue for the fund raising activity and Christmas celebration. PCWAT recognized the LGUs/ POs and outstanding individuals for their exemplary efforts by giving Certificate of Appreciation and gifts. The participants also exchanged gifts and participated in parlor games.

The forty five (45) participants consisted of officers and members of Pantabangan -Carranglan Bantay Watershed Protection Council Inc. (PCBWPCI) from barangays RA Padilla and Bunga, Carranglan, Nueva Ecija and NPC-PCWAT Personnel conducted 4th PCBWPCI Executive Committee / Officers' Meeting CY 2018 last November 21, 2018 at Brgy. Salazar, Carranglan, Nueva Ecija.

Salazar, the farthest barangay in Carranglan taking up to two hours of travel from the municipality proper. Most of the roadds were not paved and crossing of the Barat Riveris a must to get there. Still, the articipants were not discouraged, but instead,  were thrilled to reach the destination.

During the meeting, Hon. Bernabe Bayon, brgy. councilor of Salazar, in the absence of the brgy. Chairman, gave a welcome message. CRO AMCapinpin discussed the regular agendas of the meeting. Other matters were also discussed and finalized by the officers. Matters concerning the remaining activities of the council for the year including the General Assembly were brought up by the president of the council, Mr. Jojo Uy. The meeting ended with a brief feedback / closing message from each brangay. A sumptuous lunch prepared by the host barangay followed.

The forty seven (47) participants consisted of members of Pantabangan- Carranglan Bantay Watershed Protection Council Inc. (PCBWPCI), Provincial Environment and Natural Resources (PENARO)- Nueva Vizcaya, and NPC-PCWAT Staff conducted Bantay Watershed Task Force (BWTF) Lakbay Aral last November 7-8, 2018 at Lower Magat Eco Tourism Park, Diadi, Nueva Ecija.

National Power Corporation, through its Pantabangan-Carranglan Watershed Area Team (PCWAT), annually conducts Lakbay Aral for its Bantay Watershed Task Force (BWTF) volunteers from its covered barangays based on its Memorandum of Agrement (MOA) with National Irrigation Administration (NIA). These include barangays R.A. Padilla, Bunga, Burgos, and Salazar in the municipality of Carranglan and barangay of Conversion, in the municipality of Pantabangan, province of Nueva Ecija.

Such activity is essential in strengthening the partner Peoples Organization of PCWAT in the conservation and protection of Pantabangan- Carranglan Watershed Forest Reserve (PCWFR).NPC-PCWAT annually conducts BWTF Lakbay Aral for its volunteers/ PCBWPCI members to continually increase the level of their environmental awareness and concern.

The Lower Magat Eco Tourism Park is an established eco park within the Lower Magat Watershed, an example of a well-managed watershed in Nueva Vizcaya. The eco park showcases boating facilities, team building area, swimming pool, mini zoo, fishing area, and other recreational facilities which make it a perfect Lakbay Aral site/ venue.

The Watershed Management Division of Provincial Environment and Natural Resources Office- Nueva Vizcaya (PENARO-NV) joined the activity through Forester Romulo Camat, Sr. by conducting a presentation regarding their protection and conservation strategies on Lower Magat Watershed.

The participants toured around the eco park, visiting the boating area, swimming pool, and other amenities of the park. Exchanges in their own observations were tackled more during the socials after dinner.

The next day, the participants participated in team building activities where they were grouped into three groups named after forest trees. The participants also enjoyed their time visiting the mini zoo called the animal paradise. Each group prepared, presented, and signed an action plan on watershed protection/ conservation they committed to conduct in their own barangays. Everyone had the chance to tell their observations and learning during the closing program. Section Chief Vincent B. Concio gave a closing remarks thanking everyone for their participation and encouraged everyone saying that the office will never get tired of encouraging them and doing its best in promoting partnerships among communities in the protection and rehabilitation of PCWFR.
